A Verbatim record of everything said in the House is reported by the official Reporter for each of the sittings of the Rajya Sabha, except certain words, phrases and expression, if any, ordered by the Chair to be expunged or ordered by the Chairman not to be recorded, when Members speak without his permissions.
"Rajya Sabha Debates" or "Official Reports" of the Rajya Sabha are published under Rule 260 of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha). Debate contains the full verbatim report of proceeding of the House on any particular day. The official debates repository stores the digitized debates in pdf format (text and image files).
