There shall be an 'Indian Parliamentary Group' of the Parliament of India hereinafter referred to as the 'The Group'.

Rules of Indian Parliamentary Group

The aims and objects of the Group are:- <ul>To promote personal contacts between Members of Parliament;</ul><ul>To study questions of public importance that are likely to come up before Parliament and arrange seminars and discussions and study courses and bring out publications for dissemination of information to the members of the Indian Parliamentary Group;</ul><ul>To arrange lectures on political, defence, economic, social and educational problems by Members of Parliament and distinguished persons;</ul><ul>To arrange visits to foreign countries with a view to develop contacts with Members of other Parliaments;</ul><ul>To function as the National Group of the Inter-Parliamentary Union and also as the India Branch of the Commonwealth Parliamentary Association in conformity with the aims and objects of these two organizations.</ul>

Aims and Objects

There shall be an 'Indian Parliamentary Group' of the Parliament of India hereinafter referred to as the 'The GroupAny sitting Member of the Lok Sabha or the Rajya Sabha may become a life member of the Group on payment of the subscription prescribed in Rule 6.

Life members

<ul>On ceasing to be a Member of Parliament, a life member of the Group shall be designated as 'associate life member' and shall be entitled to such facilities only as are available to associate life members under Rule 7.Provided the cessation of the Parliamentary membership is on account of expiry of the term, premature dissolution of the House etc. The question of Members expelled by the House being designated as associate life Members will be subject to a decision by the Executive Committee.</ul><ul>To study questions of public importance that are likely to come up before Parliament and arrange seminars and discussions and study courses and bring out publications for dissemination of information to the members of the Indian Parliamentary Group;</ul><ul>To arrange lectures on political, defence, economic, social and educational problems by Members of Parliament and distinguished persons;</ul><ul>To arrange visits to foreign countries with a view to develop contacts with Members of other Parliaments;</ul><ul>To function as the National Group of the Inter-Parliamentary Union and also as the India Branch of the Commonwealth Parliamentary Association in conformity with the aims and objects of these two organizations.</ul><ul>Any Ex-Member of Parliament may be elected by the Executive Committee of the Group as an associate life Member of the Group on payment of the subscription prescribed in Rule 6.</ul>

Associate Life Members

Every life member or associate life member shall be taken to have given his assent to the aims and objects of the Group as set out in Rule 2.

The Subscription for a life member of the Group or a person who is elected by the Executive Committee as an associate life member under Rule 5 shall be one thousand rupees payable in advance before enrolment as life member/associate life member

Facilities for Life Members and Associate Life Members

For Life Members <ul>Letters of Introduction are issued, on request, by the Lok Sabha Secretariat to our Missions in various Countries to receive/see off of Indian Parliamentary Group Members at airports and to extend due courtesies and necessary assistance.</ul>For Life Members and Associate Life Members:<ol type='a'><li>Letters of introduction are issued on request to Parliaments of countries concerned for assistance and preferential treatment in matters such as show round of Parliament Building, access to galleries and lobbies to witness proceedings and for arranging meetings with fellow Parliamentarians.</li><li>Free supply of periodicals: The Parliamentarian, which is a periodical published by the Commonwealth Parliamentary Association, London, is supplied free to the Members of the Indian Parliamentary Group on request made in the prescribed form.</li>

The Management and control: The management and control of all affairs of the Group shall vest in the Executive Committee.

Management and control

<ol type='I'> <li>Office Bearers</bi> – The Speaker of Lok Sabha shall be ex-officio President of the Group and the Deputy Chairman of Rajya Sabha and Deputy Speaker of Lok Sabha shall be ex-officio Vice-Presidents of the Group.</li><li>The following shall be elected at the Annual General Meeting from amongst the life members of the Group and shall continue to hold office till the next election take place: <ol type='a'><li></li>Treasurer<li>Not More than 20 members.</li></li><li>The Secretary General of Lok Sabha shall act as ex-officio SecretaryGeneral of the Group.</li>

<ol type='a'> <li>The Annual General Meeting shall ordinarily be held on such date and time, as the President may fix.</li><li>The President may, having regard to the business to be brought forward call general meetings of the group from time to time as may be necessary.</li><li>The President may call meetings of the Executive Committee from time to time as may be necessary.</li><li>On a requisition in writing of not less than twenty members of the Group, the President shall summon a Special General Meeting.</li>

Meetings

The quorum at the meeting of the Executive Committee shall be five and at general meetings shall be ten.

Quorum

Every member other than associate life member shall have one vote. Questions shall be determined by a majority of members present and voting. In case of an equality of votes the person presiding shall have a second or casting vote.

Voting

The following business shall be placed before the Annual General Meeting:<ul>Report of work done in the year with a statement of accounts;</ul><ul>Election of Treasurer and the Executive Committee; and</ul><ul>Appointment of an Auditor.</ul>

Business to be placed before the Annual General Meeting

It shall be the duty of the Secretary General:-<ul>To keep record of all meetings of the group as also of the Executive Committee;</ul><ul>To keep in custody all record of the Group;</ul><ul>To keep true and correct account of the receipts and disbursements and to get the same audited;</ul><ul>To submit draft of the annual report before the Executive Committee;</ul><ul>To convene meetings as directed by the President;and</ul><ul>To carry out such other directions as the Group Executive Committee or the President may give.</ul>

Duties of the Secretary-General

In the event of a General election to the Lok Sabha, the Office-bearers and the Executive Committee shall carry on the affairs of the Group until the election of the new Speaker, the new office-bearers and the members of the Executive Committee.

Arrangement of affairs in the event of General Election to the Lok Sabha

Any amendments to these Rules shall be proposed at the Annual General Meetings of the Group. Notice of the Proposed amendments should be given in writing to the Secretary-General seven days before the date of the meeting.

Amendments to Rules

<ol type='a'><li>An 'Award for Outstanding Parliamentarian'shall be given annually by the Indian Parliamentary Group.</li><li>The Award shall comprise a citation and a suitable silver replica of Parliament House.</li><li>The Award shall be given to the most Outstanding Parliamentarian who will be selected by an Award Committee. If the Award Committee Chooses not to give an Award in a Particular year, they may recommend accordingly.</li><li>The Award may be announced well before the Annual General Meeting of the Indian Parliamentary Group and presented at the meeting.</li>

Rules to confer Annual Award for Outstanding Parliamentarians

A member from either house of Parliament shall be eligible to receive the award. However, a member who has received the award once, shall not be considered for the award in the subsequent years.

Eligibility

The Executive Committee of the Indian Parliamentary Group shall constitute an Award Committee which shall consist of the following:-<ul>Speaker or Former Speaker, Lok Sabha;</ul><ul>Deputy Chairperson or Former Deputy Chairperson, Rajya Sabha;</ul><ul>A senior Parliamentarian from each of the two Houses of Parliament; and</ul><ul>A senior Journalist</ul>The recommendation of the Award Committee shall be placed before the Executive Committee of the Indian Parliamentary Group for formal acceptance.

The Award Committee

The Chairman of the Award Committee shall be appointed by the President of the Indian Parliamentary Group from amongst the Members of the Committee. However, if the Speaker, Lok Sabha happens to be the Member of the Award Committee, he will be the Chairman of that Committee.The Award Committee shall, while making the selection and adjudicating the performance of the Member in the House and its Committee give due consideration to the following:-<ul>Member's experience;</ul><ul>Debating skill;</ul><ul>Awareness of national and international issues;</ul><ul>The variety and the depth of the issue raised;</ul><ul>The manner of presentation;</ul><ul>Proficiency in language;</ul><ul>Contribution in the international Parliamentary fora;</ul><ul>Observance of the Rules of Procedure, maintenance of dignity and decorum of the Houses;</ul><ul>Contribution in various Parliamentary Committees.</ul>

Chairman of the Committee

<ul>Nominations received from the Members of IPG for the Award shall be considered by the Award Committee and the Committee may select one of the names so proposed. The Committee Shall, however, be free to choose on its own any other Member of Parliament for the Award.</ul><ul>Members of IPG may be requested through a circular for nominations before a prescribed date.</ul><ul>In case of any doubt about the interpretation of any of the above provisions, the decision of the President of the Indian Parliamentary Group shall be final and binding.</ul>

Nomination

There shall be Parliamentary Friendship Groups hereinafter called the Friendship Group formed in the Indian Parliament to interact with designated foreign countries.

Rules relating to formation of Parliamentary Friendship Groups with other countries

The Friendship Group shall consist of twelve (12) Members of Parliament (08 from Lok Sabha and 04 from Rajya Sabha) who have special aptitude for and interest in, the affairs of the country with which the Friendship Group is designated to interact. Members of the Council of Ministers shall not be nominated to a Parliamentary Friendship Group.

Membership

<ul>The Speaker, Lok Sabha, shall appoint a President of the Friendship Group.</ul><ul>The Secretary-General, Lok Sabha, shall act as the ex-officio Secretary-General of the Friendship Group.</ul>

Office Bearers

<ul>To maintain political, economic, social and cultural contacts between the two countries</ul><ul>To create favourable conditions for continuous development of inter-Parliamentary contacts,especially in the organization of talks, mutual exchanges and cooperation between the two Parliaments;</ul><ul>To assist in having exchanges of information and experiences on issues related to Parliamentary activities;</ul><ul>To promote cooperation between the delegations of the two countries while participating in the deliberations of international organizations and also in carrying out consultations on issues of mutual interest, as and when such opportunity arises;</ul><ul>To increase ties between member countries; and</ul><ul>To study and evolve an insight into the best Parliamentary practices that are worth replicating.</ul>

Aims and Objectives

Meeting of the Friendship Group shall be held with the Foreign Parliamentary Delegation of the respective country visiting India.At least one Meeting shall be held with the officials of Ministry of External Affairs to brief the President and Members of the Friendship Group about the respective country.

The quorum for the meeting shall be five.

The Secretary-General, shall provide secretarial assistance to the Friendship Group.

Secretariat

The management and control of all affairs of the Friendship Group shall vest in the Executive Committee of the Indian Parliamentary Group.
