Rate of Unemployment in the Country

280:   SHRIMATI KANIMOZHI:

 

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

 

whether, according to a recent Employment Trends Survey, there were more than four lakh jobs created between January and June 2010, if so, the details thereof;

what is the current rate of unemployment across the country and the details thereof;

what are the reasons for the rate of unemployment; and

the steps taken by Government to ensure that qualified Indians are able to leverage the economic growth and job opportunities in the services sector?

a)  Yes, Sir.  The survey conducted by Ma Foi Randstad Employment Trends among 650 companies across 13 industry segments in eight Indian cities shows that about 4.18 lakh jobs were created in the organized sector during January to June, 2010.

 

b) Reliable estimates of employment and unemployment are obtained through quinquennial Labour Force Surveys conducted by National Sample Survey Organisation. According to the latest survey conducted during 2004-05, unemployment rate in the country was estimated at 2.3 per cent  on usual status basis.  State-wise details of unemployment rates during 2004-05 are at Annex.

 

c) Unemployment in an economy refers to a situation where labour force exceeds the work force.

 

d) Ministry of Labour & Employment has started a new scheme under Eleventh Five Year Plan, namely, Skill Development Initiative to provide Vocational Training on employable modules in the registered Vocational Training Providers to early school leavers and existing workers, especially working in the unorganized sector. 1500 new ITIs are proposed to be opened.  It is also proposed to set up 5,000 Skill Development Centres (SDCs) adding to the Institutes that already exist through Public Private Partnership (PPP).  These SDCs are proposed to impart training in short term modular courses in demand driven trades of unorganized and service sectors such as banking and financial services, health care, consumer and retail sector, creative industry, logistics etc.  Each SDC will have an average training capacity of about 3,000 persons per shift per annum.  When all the 5,000 SDC are made operational about 30 lakh persons per annum are likely to be benefited.
