Will the Minister of URBAN DEVELOPMENT be
pleased to state:
(a)
The details of public bodies/public utility
services for which Government allots land at concessional rates;
(b)
the terms and conditions attached with such
allotments;
(c)
whether it is a fact that land has been allotted
to Mother Dairy, hospitals, schools, etc. in
(d)
if so, the details thereof; and
(e)
whether they are scrupulously observing the
terms and conditions attached with their allotments?

STATEMENT
STATEMENT
REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION No.50 FOR NOVEMBER 11,
2010 REGARDING ALLOTMENT OF LAND FOR PUBLIC BODIES
(a): Land is allotted at concessional rates to
local bodies, Government Departments and Government agencies for public utility
services viz. water, sewerage, electricity, solid waste management, drains,
etc. by Delhi Development Authority (DDA) and Land & Development Office
(L&DO) in National Capital Territory of Delhi.
(b): The terms and conditions of allotment
include the premium and ground rent to be paid, the purpose of allotment,
conditions regarding construction, sale, transfer, etc., provisions regarding
execution of lease deed, utilization of trees existing on the allotted land,
time limit for payment of dues, consequences of violation of terms and
conditions of allotment, etc. which are
elaborated in detail either through allotment letter or subsequently through
lease deed, Agreement of Lease or Memorandum of Agreement etc.
(c): The mode of allotment of land to
Societies (private institutions) for hospitals, schools and various other
institutional purposes has been changed from allotment at concessional rates’
to ‘auction’ mode by DDA However,
allotment of land to local bodies, Government Departments for hospitals and
schools etc. is continued to be made at concessional rates. L&DO allots land to Mother Dairy,
hospitals, schools etc. at concessional rates.
(d): The details of allotment made by DDA with
effect from 01.01.2005 are at Annexure-I.
The details of allotment made by L&DO during the last five years are
at Annexure-II.
(e): Allottees are required to adhere to the
terms and conditions of allotment.
Whenever any violation comes to the notice of DDA or L&DO,
appropriate action as per the provisions of terms and conditions of allotment,
lease deed, etc. is taken by the land allotting agencies.
