While in BESCOM(Bangalore Electricity Distribution Company) I have strived for the implementation of Distribution Automation System (DAS) to improve control of distribution network. While in KPTCL(Karnataka Power Transmission Company Limited) I have planned and tendered out for setting up of 400 KV transmission lines from thermal stations in northern part of the State to Bangalore situated in the southern part. While in KPCL(Karnataka Power Corporation Limited, an electricity generation company)  I was able to successfully commission 2x800 MW of super critical boiler technology coal based thermal power plants at Yeramarus, Raichur augmenting much needed generation capacity. I also brought in operation and maintenance contract for this power plant resulting in the saving of approximately Rs 388 crores for the corporation. As Additional Chief Secretary I was able to put in place a robust mechanism for Energy trading in energy markets for conventional as well as green power. Over Rs 6000 Crs were earned for the State Discoms by sale of energy. I was able to bring out Karnataka Renewable Energy Policy 2022-2027 and Karnataka Energy Efficiency and Conservation Policy 2022-2027 to align the targets of the State with that of the Country. Considering my experience I was appointed to the National Level Committee to look into the 'Deviation Settlement Mechanism Regulation’. As the Chairman of Karnataka Renewable Energy Development Corporation, I was able to promote growth of solar and wind sources of energy taking Karnataka to the top-most position in the country. \nI would like to contribute towards growth of conventional as well as renewable energy sector and ensure position of India as a champion of renewable energy and provide leadership for Energy/Carbon Emission reduction negotiations at different fora across the globe.  \n\n\n\n","hobbies":"Reading","sports":"Shuttle Badminton","countriesVisited":"Widely visited","dateOfBirth":"12-Sep-1963","maritalStatus":"Married","qualificationName":null,"education":"<body>\n B.E. Both as Commissioner and as Secretary to the Department I strived hard to ensure timely flow of funds, completion of tendering process, procurement and distribution of text books, uniforms and bicycles to each and every targeted student in every Primary and Secondary schools in the State. Mid-day Meal program was implemented in every school without interruption throughout the year. As a measure of joyful learning, ' NALI KALI ', an adaptation of Montessori system was introduced across the State in all Primary schools after ensuring training of a large number of teachers and provision of relevant learning material.\nI was instrumental in strengthening the Karnataka State Quality Assessment Organization which was to comprehensively asses the Quality of Schools. Subsequently with the help of NGO's a remedial teaching program was conducted across the State.\nTo align Teachers Education with the National Curriculum Frame-work the syllabus was fully revamped.\nFor the very first time a law, The Karnataka State Civil Service (Regulation of Transfer of Teachers) was enacted for transfer of teachers which aimed at balancing availability of teachers in the schools and gaining trust of teachers in the transfer process. This measure has prevented arbitrary and frequent transfers.\nAs directed by the Government, I submitted a Report on the demands of Pre University Lectures who were on strike after detailed study. The report popularly referred to as “Kumar Naik Report” was widely welcomed by teaching fraternity and substantially accepted by the Government of Karnataka.\n2)\tHigher Education:\nAs Additional Chief Secretary I had the opportunity to implement New Education Policy – 2020 (NEP-2020) in Karnataka. With a clear intent we initiated,  a) Academic Reforms and b) Governance and Regulatory Reforms based on reports submitted by the Task Force for implementation of NEP 2020. Steps taken in Karnataka to ensure student centric, holistic and multi- disciplinary Undergraduate Education were emulated by different States. Assessment procedures were revised across the State. Academic reforms involved formulation of modular curriculum and introduction of Skill course through collaborations. As a part of Governance and Regulatory Reforms, 1) Karnataka Shikshana Ayoga Bill 2022 and 2) Karnataka State Higher Education Institutions Bill 2022 were framed. NEP implementation was accompanied by a slew of technological interventions. Comprehensive Learning Management System (LMS) was supported by internet enabled smart class rooms and Tablet PCs given to all Degree students. For all the Universities a common end to end ERP kind of software has been developed for the very first time in the Country. Named Unified University and College Management System (UUCMS), this software assists in performance of different functions - Admission, Class room management, Examination, Finance, Human resource management, Affiliation etc. This has been implemented across 23 State Public Universities and 3800 Affiliated Colleges with the help of Centre for Smart Governance, Dept. of E-Governance Govt. of Karnataka.\n\nUrban Administration\nI have the unique experience, rarely available to IAS officers, of heading the City Corporation (BBMP) and City Development Authority (BDA) as Commissioner. Under the official Administrator I had the opportunity to revamp many existing practices of the City Corporation. Online property Tax collection system required whole lot of preparatory work like correct enlisting of all the properties in the City, proper assessment of Tax, timely issuances of Notice and smooth payment mechanism. I strived to put a robust system in place which eliminated hardship for the citizens and increased the collection of Taxes.\nI improved upon the existing system of maintaining history of road construction and maintenance which resulted in reduction in repetition of works and wasteful expenditure. Most important work I could deliver was construction of 7 solid waste processing plants and 17 Bio-methanation plants across the city. Wide publicity was given to create awareness regarding segregation of dry and wet waste at source itself. I took it upon the corporation to coordinate continuously and effectively among various civic agency like BWSSB, BESCOM, Traffic Police and BDA for ensuring timely completion of projects with minimum disruption of citizens lives and minimum wastage. As Commissioner of the Bangalore Development Authority I worked hard to complete a layout directly under the supervision of the Supreme Court appointed committee. I speeded up the long pending and lingering works of different new areas being developed by raising funds, allotting works and monitoring the execution of these works.\nWelfare Administration\nAs Principal Secretary of Social Welfare Department I had the opportunity to implement programs directly connected with Welfare of the weakest sections of the society, the Scheduled Caste and Scheduled Tribes. For the first time The SC/ST Scheduled Caste Sub Plan and Tribunal Sub Plan Act 2013 and Rules 2017, a unique legislation in the country, was implemented in full vigour. A special cell was constituted to monitor allotment, release and utilization of funds in different Departments. I strived vigorously to ensure that the cell played an important role in safe guarding the allotted funds, in qualitatively improving the programs by efficient collection and analysis of data pertaining to implementation. Self-employment programs with three innovative business models were taken up to fuel the spirit of entrepreneurship and to create sustainable income generation opportunities. AIRAVATHA envisaged partnership with cab aggregators like Ola and Uber to facilitate employment of rural youth through radio taxi. SAMRUDDHI assisted the applicants in setting up retail outlets after having gone through rigorous training program facilitated by the Brand franchiser. UNNATI provided a comprehensive entrepreneurship platform for start-ups that have a technological and social component built into their offering. Identifying the Innovation, Validating it and providing Seed Capital uptoRs. 50 Lakhs were activities under the program. All these three programs have received positive response. I had the opportunity to efficiently run about 850 residential schools catering to 155000 children across the State, by far the largest effort among all the States in the Country. Efforts were made to develop identified residential schools into Sports Schools and Sainik Schools. Similarly 2122 hostels were run efficiently for the benefit of nearly 2 lakh hostellers belonging to the SCs and STs.\n\nAwards/honours/Publications\n1)\tReceived National Level 1st Prize for Implementation of National Bio Gas Development Program for Belgaum Zilla Panchayat for successively two years.\n2)\tInnovative Implementation of Dussera Festivities in Mysore received wide spread Appreciation and it has been continued over the years.\n3)\tKarnataka Renewable Energy Development Limited (KREDL) has won the 1stprize in the State Designated Agency (SDA Group-1) Sector at the National Energy Conservation Awards 2022 the award was presented by the Hon’ble President of India Smt. Droupadi Murmu.
